The Brazilian Confederation of Agriculture and Livestock (CNA) presented, on Thursday (19), a proposal for a new Agricultural Law during a meeting of the Thematic Chamber for Credit Modernization (Modercred), of the Ministry of Agriculture. The first meeting of the year brought together representatives of the government, the productive sector and the financial system to discuss the improvement of financing instruments for agriculture. The Agricultural Law proposal was presented by CNA consultant José Angelo Mazzillo. The text, developed over the last few months in conjunction with Modercred entities and market agents, proposes specific adjustments to rural credit legislation and similar regulations. The objective is to improve the functioning of the financing market, expand producers' access to different sources of funds and make the business environment more efficient, with greater legal predictability. According to the president of the Chamber and technical advisor to the CNA, Guilherme Rios, the set of proposals aims to ensure the continuity and evolution of the credit market for rural producers. “The changes aim to expand financing possibilities, both through traditional instruments and the capital market. The proposal will be forwarded for evaluation by the Ministry of Agriculture and the Parliamentary Agricultural Front.” During the meeting, the general coordinator of Rural Credit at the Ministry of Agriculture, João Claudio Souza, presented an overview of the 2025/2026 Harvest Plan and detailed the process of building the next cycle. The deputy head of the Financial System Regulation Department of the Central Bank, Uverlan Rodrigues Primo, addressed Resolution 4,966, which deals with credit provision. In his speech, he highlighted the particularities of the regulation and its impacts on credit, especially regarding the allocation of capital by financial institutions and the possible effects on the supply of financing for the sector. At the end of the meeting, Guilherme Rios also alerted the members of the Chamber and representatives of the Ministry of Agriculture about the imminent entry into force of the requirement to use Prodes in rural credit, scheduled for April 1st. He recalled that Modercred had previously worked to postpone the measure, only managing to extend it for a few months. Rios reinforced the need to suspend the rule until more precise and reliable mechanisms are made available or simplified procedures are established, without additional costs, that allow the producer himself to prove the environmental regularity of his area.
